"Poor parking"

I arrived for my appointment (10:15) at the dental department. I booked in at 9:55am.I was seen at 10:30am (15 minutes late) Got back to my car at 11:10am. Under the new parking scheme (1 hour time allowance) I have just been fined £100 (£60 if i pay within 14 days) for being ten minutes late! I am a wheelchair user so it takes at least 5 minutes to get into my chair, then you have to get up to the 3rd floor The clock is ticking! Get your treatment, back in your car, another 5 minutes 'cause your in a chair! I was well on time for my appointment but have just been fined for your lateness. I am 63, in recovery from throat cancer so I need these check ups, and I have never yet with all my appointments, Christies hospital, Oldham dental or my own g.p or any other nhs facility been seen within 1 hour!

At 63 I am to young to qualify for my state pension. I have a works pension. How am I expected to pay this fine. I will have to no doubt, being a small fish in a system far bigger than myself. I have £82 pound in the bank, if i pay the early bird £60 fine that leaves me with £22 for the next fortnights shopping. Thanks guys for caring and looking after my health.
